First, download and install Papagayo:

Then, download Blender 2.4 alpha 2:
http://www.blender.org/cms/Blender.31.0.html

Why this test built and no an official Release? Because it is really easier to work with it for Lip Synchronisation. Don't worry, the 2.4 Blender official Realse will come soon! You could, of course, use the 2.37a.
